What does "timing ends on final slash" really mean ?

I have the problem that I got a new PB 19:32.97...
but what does final input really mean ?
as soon as the last cutscene starts ? or as soon as link takes his sword out to slash ?
really have no idea....else the time would be 19.33.07.....
